Extends groundwater measuring device requirements and annual reporting obligations to nonexempt wells located outside active management areas and irrigation non-expansion areas, with exemptions for irrigation uses on ten or fewer contiguous acres not part of integrated farming operations and non-irrigation uses withdrawing ten or fewer acre-feet per year.

Requires persons withdrawing groundwater from nonexempt wells outside AMAs and INAs to report well registration numbers, locations, quantities withdrawn, fuel or electricity consumed, and uses or deliveries of the groundwater on an annual basis by March 31.

Allows persons who cannot use water measuring devices to estimate groundwater withdrawals for reporting purposes under specified conditions.

Modifies section 45-2602 to correct outdated references to the effective date of southside protection zone provisions in the Pinal active management area.

Implements technical corrections including standardized terminology ("nonexempt" vs "non-exempt"), updated cross-references to subsection letters, and minor grammatical changes throughout the groundwater code provisions.
