Amends Arizona Revised Statutes Title 45, Chapter 2, Article 10 by adding section 45-596.02.

Establishes a moratorium on new well construction in the upper San Pedro groundwater basin and Verde Valley groundwater subbasin effective upon the bill's enactment.

Exempts replacement wells (as defined by director rules), wells that will not pump river subflow, and wells constructed after completion of the Gila River water rights adjudication from the moratorium.

Prohibits the Arizona Department of Water Resources from issuing permits or drilling cards for new wells in the affected basins except for the three exempted categories.
