Establishes the Public Employee Labor Relations Board to oversee collective bargaining rights for Arizona public employees, with a 3-member board appointed by the governor.

Grants public employees the right to form labor organizations, collectively bargain with employers on wages, hours and working conditions, and be represented by an exclusive representative certified through secret ballot elections.

Prohibits strikes and lockouts by public employees and employers; allows labor organizations that cause strikes to be decertified for up to one year.

Creates grievance and arbitration procedures for resolving disputes, with mandatory mediation and arbitration panels if bargaining reaches impasse; requires payroll deduction of union dues as a mandatory bargaining subject.

Allows political subdivisions to establish local labor relations boards with board approval; sunsets the public employee labor relations board and Title 38, Chapter 9 on July 1, 2028.
