Establishes a meet and confer process between Arizona state departments and employee organizations with at least 1,000 state employee members regarding hours, wages, benefits, and conditions of employment.

Requires state departments and recognized employee organizations to meet and confer regularly, at least once every two years, and to meet on request in good faith at reasonable times.

Allows either party to request voluntary and binding mediation through a neutral third-party mediator if settlement appears remote after good faith negotiations.

Requires any agreements reached to be submitted to the governor for final review and approval, with all agreements subject to statutory limitations and the governor's decision being binding.

Prohibits employees and organizations from engaging in sickouts, work slowdowns, strikes, or other actions that disrupt service delivery, while preserving departmental authority over hiring, discipline, work direction, and operational efficiency.
