Reduces possession of dangerous drugs (subsection A, paragraph 1 of section 13-3407) from a class 4 felony to a class 6 felony, with option for court to reduce to class 1 misdemeanor for first-time offenders not previously convicted of felonies or drug violations.

Reduces possession of narcotic drugs (subsection A, paragraph 1 of section 13-3408) from a class 4 felony to a class 6 felony.

Amends penalties in section 13-3404.01 for precursor chemical violations, including reclassifying certain violations and establishing a class 2 misdemeanor for first violations involving less than 50 grams of pseudoephedrine or related substances.

Updates mandatory minimum fine for dangerous drug convictions to $1,000 (or three times drug value, whichever is greater) and $2,000 for narcotic drug convictions, maintaining court's prohibition on suspending fines.

Makes technical corrections to sections 13-3403, 13-3407, and 13-3408 including grammatical revisions and clarifications to statutory language.
