Amends Arizona Revised Statutes section 13-1105 regarding first degree murder to require that if a person is not the actual killer in a felony murder case, they must have acted with intent to kill and aided, abetted, counseled, commanded, induced, solicited, requested or assisted the actual killer.

Clarifies that if the person is the actual killer committing one of the enumerated felonies (sexual conduct with a minor, sexual assault, drug offenses, robbery, burglary, arson, kidnapping, and others), no specific mental state beyond what is required for the underlying felony is needed.

First degree murder remains a class 1 felony punishable by death or life imprisonment.
