Establishes the military family relief fund through December 31, 2026, consisting of private donations, grants, and bequests, with pre-9/11 and post-9/11 veterans subaccounts administered by the Department of Veterans' Services.

Creates two advisory committees (one for pre-9/11 and one for post-9/11 veterans) composed of the department director and 12 additional members including military widows/widowers, veterans with service-connected disabilities, and military base commanders to establish criteria and review applications for financial assistance.

Provides financial assistance up to $20,000 per family for eligible service members and families, including stipends for living expenses, costs of temporary residence near medical facilities, and other appropriate expenses as determined by the advisory committees.

Allows the director to allocate up to $500,000 per fiscal year in grants not exceeding $150,000 each to veterans service organizations meeting Internal Revenue Code section 501(c)(19) requirements to provide benefits service officers.

Permits the director to allocate up to 5% of donations for program administration and requires annual independent audits, with donations qualifying for income tax credits under certain limits established by statute.
