Creates Article 7 in Arizona Revised Statutes Title 17, Chapter 4 establishing endangered species conservation and coordination procedures.

Protects property owner confidentiality by prohibiting state agencies from disclosing information about species location, identification, or quantity collected from private landowners unless the owner provides written consent.

Requires confidential species information to be collected only through standardized forms where property owners provide express written consent for property surveys or conservation plan enrollment.

Establishes a civil penalty of $25,000 for each violation of property owner confidentiality requirements.

Takes effect December 31, 2020.
