Allows counties with populations exceeding 500,000 to permit sales and use of multiple-tube aerial devices as permissible consumer fireworks, defined per APA 87-1 standards but excluding single-shot or reloadable aerial shells.

Clarifies that permissible consumer fireworks may be sold at retail establishments that comply with existing rules and are not housed in temporary facilities, except for seasonal consumer firework stands.

Maintains prohibition on fireworks designed to rise, explode, or detonate in the air, including firecrackers, bottle rockets, sky rockets, roman candles, and other aerial devices not specifically permitted.

Adds civil penalties up to $1,000 for sellers who attempt to sell prohibited aerial devices or aid purchasers in acquiring them for use in Arizona, with authority to prohibit future sales.

Preserves existing exemptions for display fireworks, wholesale shipments out of state, industrial explosives, and wildlife management uses by farmers and state/federal employees.
