• Amends Arizona Revised Statutes section 41-1733 to rename the "public interoperability fund" to the "Arizona school safety fund" and expands its purpose from interoperable communications systems to broader school safety programs.

• Appropriates $1,500,000 in fiscal year 2020-2021 and $3,000,000 each in fiscal years 2021-2022 and 2022-2023 from the state general fund to the Arizona school safety fund.

• Appropriates $3,000,000 annually from the Arizona school safety fund to the Department of Public Safety for fiscal years 2020-2021, 2021-2022, and 2022-2023 to establish a statewide school safety program.

• School safety program must include secure multimedia communications system connecting public safety agencies and K-12 schools with capabilities for user identification, text messaging, file sharing, floor plans, panic alarm integration, voice and video communications, and encrypted communications.

• All appropriations are exempt from lapsing provisions, allowing unspent funds to carry forward to subsequent fiscal years.
