Requires nonprofit medical marijuana dispensaries to test marijuana and marijuana products for microbial contamination, heavy metals, pesticides, fungicides, growth regulators, and residual solvents, with potency confirmation, beginning November 1, 2020.

Mandates dispensaries provide test results to patients or designated caregivers on request and display signage notifying patients of their right to receive independent third-party laboratory test results.

Establishes interim certification for independent third-party laboratories valid for 12 months (renewable for an additional 12 months, with possible extension for another 12 months if accreditation application is pending) before full accreditation is obtained.

Requires interim certification applicants to attest they have or intend to seek accreditation for all required testing methods and provide the accrediting body name and application submission date in renewal and extension requests.

Requires passage by three-fourths vote of both legislative houses and takes effect immediately as an emergency measure.
