Amends Arizona Revised Statutes section 12-3201 to allow designation of a "person" (rather than limiting to "pro se litigants") as a vexatious litigant in noncriminal cases upon request of a party or the court's own motion.

A person designated as a vexatious litigant cannot file new pleadings, motions, or other documents without prior court approval.

Allows parties to request amended vexatious litigant designations when new evidence emerges or when the court previously failed to rule on an original request, even if no case is pending.

Defines "vexatious conduct" to include repeated harassment filings, unreasonable delays, actions without substantial justification, abuse of discovery, repetitive excessive information requests, and repeated filing of previously ruled-upon matters.
