• Amends section 23-706 to clarify language regarding the special administration fund, changing "funds" to "monies" and allowing transfers to the unemployment compensation fund if the special administration fund exceeds future needs.

• Requires the Department of Economic Security to screen and test TANF cash benefits recipients for whom there is reasonable cause to believe they use controlled substances; recipients testing positive for unprescribed substances are ineligible for benefits for one year during fiscal year 2020-2021.

• Directs the Auditor General to report by September 30, 2021 on the Department of Child Safety's practices for classifying and locating runaway or missing children, comparing to best practices and recommending improvements.

• Authorizes temporary waivers during the COVID-19 state of emergency, including exemptions from TANF state time limits and a general waiver of work requirements for TANF cash assistance.

• Allows AHCCCS and the Department of Economic Security to temporarily adjust provider reimbursement rates for behavioral health, intellectual and developmental disability services, and services to elderly or physically disabled individuals to maintain provider capacity during the COVID-19 emergency, with retroactive application to March 10, 2020.
