SB 1689 Summary

• Authorizes Arizona Water Protection Fund Commission to grant up to $336,000 from the Arizona water protection fund to the Department of Water Resources for administrative costs in fiscal year 2020-2021.

• Permits Department of Environmental Quality to use up to $6,531,000 from the underground storage tank revolving fund in fiscal year 2020-2021 for administrative costs and remediation of sewage discharge issues in Naco and other Arizona border areas.

• Allows monies from the Arizona water banking fund to be used by the Arizona navigable stream adjudication commission to pay legal fees in fiscal year 2020-2021.

• Caps the appropriation from the state general fund to the water quality assurance revolving fund at $15,000,000 for fiscal year 2020-2021.

• Freezes vehicle emissions testing fees at fiscal year 2019-2020 levels for Area A in fiscal year 2020-2021 and authorizes the Director of Water Resources to increase water resource service fees up to $100,200 for that same period, with both departments exempted from rulemaking requirements until July 1, 2021.
