Establishes the Crisis Contingency and Safety Net Fund administered by the office of the governor, funded by appropriations and public/private sources, with monies continuously appropriated and exempt from lapsing provisions.

Fund monies may be spent only after a gubernatorial state of emergency declaration for housing assistance, homeless services, small business/nonprofit/healthcare provider assistance, and food bank operations.

Requires the office of the governor to notify the Senate president, House speaker, and Joint Legislative Budget Committee before spending Crisis Contingency Fund monies.

Appropriates $50,000,000 to the Crisis Contingency and Safety Net Fund in fiscal year 2019-2020, with unexpended amounts reverting to the general fund by June 30, 2021.

Allows use of unrestricted federal monies received July 1, 2020 through June 30, 2021 for essential government services; suspends budget stabilization fund requirements for fiscal years 2020-2021, 2021-2022, and 2022-2023.
