SB 1693 Summary

• Requires public schools to continue paying all employees, including hourly workers, from March 16-29, 2020 during the COVID-19 closure if employees commit to being available during normal work hours; employees may not be required to use accrued leave.

• If statewide closure ends by March 29, 2020: schools are waived from extending school days or instructional hours, statewide assessment testing window extended to May 31, 2020, and schools receive the higher of their 2018-2019 or 2019-2020 letter grades.

• If statewide closure extends past March 29, 2020: schools must offer general educational opportunities starting March 30, 2020 to maintain formula funding, cancel statewide assessments, assign schools their 2018-2019 letter grade, and waive third-grade retention and special education compliance requirements.

• Employees unable to work remotely must be reassigned to other available tasks during the closure; transportation fleet may be used to support students and families during closure.

• Superintendent of Public Instruction may waive school finance requirements through June 30, 2021 to implement these provisions for the 2019-2020 school year.
