Concurrent memorial urging United States Congress to enact H.R. 4318, the Providing Recovery Opportunities and Mitigating Industry's Shifting Economics (PROMISE) Act.

Recognizes that the Navajo Generating Station (NGS), a congressionally-chartered coal-fired power plant on Navajo Nation land and the only such plant with federal government financial partnership, ceased operations in December 2019.

Acknowledges the significant economic impact of the NGS closure on northern Arizona counties, tribal nations, and the State of Arizona as a whole.

Authorizes large federal investment and funding to support public entities and tribal governments affected by the closure and to help transition the region's economy.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President of the United States Senate, Speaker of the House, and all Arizona members of Congress.
