Urges the United States Congress to protest the proposed closure of the Tucson Postal Processing and Distribution Center (Cherrybell) and take action to fully restore its operations.

Identifies Cherrybell as serving 1.8 million people across Pima, Santa Cruz, and Cochise counties, processing over 3 million pieces of mail daily as the 15th largest USPS facility in the nation.

Cites proposed relocation of processing and sorting operations to Phoenix would eliminate approximately 300 jobs in Southern Arizona.

Notes a 2015 community survey found 84% of individuals and 86% of businesses reported mail delivery delays due to Cherrybell's partial closure.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the United States Senate, Speaker of the House, and each member of Arizona's Congressional delegation.
