Amends Arizona Revised Statutes Section 11-1051 to require state and local officials to enforce federal immigration laws to the full extent permitted by federal law, with no restrictions or limitations allowed.

Prohibits counties, cities, towns, and other political subdivisions from adopting policies that limit or restrict immigration law enforcement or cooperation with federal authorities.

Requires law enforcement to attempt to determine immigration status during lawful stops, detentions, or arrests when reasonable suspicion exists that a person is unlawfully present in the United States, and verify status with federal government per 8 U.S.C. § 1373(c).

Authorizes law enforcement to transport aliens verified as unlawfully present to federal facilities or transfer points, with judicial authorization required for out-of-state transports.

Allows legal residents to sue in superior court to challenge entities violating immigration enforcement requirements, with civil penalties of $500 to $5,000 per day a violating policy remains in effect; proposition to be submitted to voters at next general election.
