Proposes amendment to Article VII, Section 13 of the Arizona Constitution regarding bond elections and special assessments.

Changes language to clarify that bond issue questions shall be submitted to "the qualified electors" of the state or affected political subdivision, removing obsolete references to "real property tax payers."

Corrects grammatical and technical language by replacing "subdivisions thereof" with "subdivision" for consistency.

Requires submission of the proposition to voters at the next general election pursuant to Article XXI of the Arizona Constitution.
