Proposes adding Article XXXI to the Arizona Constitution to establish environmental rights and protections.

Guarantees individuals, including future generations, the right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and a stable climate.

Designates the state's natural resources (waters, air, flora, fauna, climate, and public lands) as common property held in trust for all people, present and future.

Requires the state and political subdivisions to conserve and protect these resources and prohibits actions causing unreasonable degradation, diminution, or depletion of the environment.

Makes these environmental rights self-executing and inalienable, subject to voter approval at the next general election.
