Proposes constitutional amendment to change Arizona Corporation Commission from five elected members to five appointed members, effective January 1, 2022.

Establishes appointment process where the president and minority leader of the senate each appoint one member, the speaker and minority leader of the house each appoint one member, and the governor appoints one member who serves at the governor's will.

Limits corporation commissioners to two consecutive terms, with a one-term wait-out period before serving again; serving one-half or more of a term counts as serving a full term.

Requires vacancies to be filled by appointment using the same method as the departing member, with replacements from partisan appointments (subsection C, paragraphs 1-4) required to be from the same political party as the vacating member.

Directs the Secretary of State to submit the proposition to voters at the next general election.
