Recognizes January 16, 2020 as Religious Freedom Day in Arizona to commemorate the Virginia Statute for Religious Freedom enacted on January 16, 1786.

Affirms that religious freedom is a fundamental American and human right that applies equally to all people regardless of religious affiliation or belief, and that no one's religious identity should be an advantage or disadvantage under law.

Acknowledges that the Virginia Statute, written by Thomas Jefferson and championed by James Madison, served as a forerunner to the framers' approach to religion and government in the United States Constitution.

States that the principles of religious freedom and equality should guide judicial decisions, legislation, and public policymaking at all levels of government.
