Creates Article 3 of Title 5, Chapter 5.1 Arizona Revised Statutes establishing a regulatory framework for sports betting licensed and conducted by the Arizona Gaming Commission.

Establishes the Arizona Sports Betting Fund to collect the state's share of sports betting revenues, with quarterly transfers to the state general fund administered by the Director.

Amends tribal-state gaming compacts to add sports betting as an authorized gaming activity alongside existing gaming devices, blackjack, poker, keno, and pari-mutuel wagering.

Defines "sports betting" as wagering on outcomes of sporting events based on score, point spread, or athletic performance, excluding NCAA-prohibited wagering.

Requires voter approval through ballot measure submission at the next general election.
