Proposes amendment to Arizona Constitution Article VI, Section 36 to restructure the Commission on Appellate Court Appointments by expanding nonattorney members from five to ten and changing appointment procedures.

Changes attorney member appointments from sole gubernatorial appointment to alternating appointments between the governor and chief justice, with senate confirmation required.

Establishes nonattorney member appointments through alternating turns among the governor, speaker of the house, minority leader of the house, president of the senate, and minority leader of the senate, each with senate confirmation.

Requires that when a vacancy occurs during a member's term, the entity that originally appointed that member makes the replacement appointment, regardless of whose turn it would otherwise be.

Submits the proposed constitutional amendment to Arizona voters at the next general election for approval.
