Repeals sections 9-500.39 and 11-269.17 of Arizona Revised Statutes, which contained local regulations on vacation and short-term rentals.

Amends the diminution in value statute to add an exemption preventing property owners from claiming compensation when land use laws regulate vacation rentals or short-term rentals.

Modifies penalties for online lodging operators by removing tiered civil penalties for verified violations and replacing them with simplified first and second offense penalties of $250 and $1,000.

Expands the definition of "online lodging operator" to include owners of vacation rentals and short-term rentals not offered through online marketplaces, subjecting them to the same licensing and tax requirements.

Authorizes counties, cities, and towns to redisclose limited transaction privilege tax information about vacation rental and short-term rental property owners and operators to nonelected officials for enforcement purposes.
