Proposes amending Arizona Constitution Article XV, section 1 to change the Arizona Corporation Commission from an elected body to one appointed by the governor with senate consent.

Changes commission composition to five appointed members with five-year terms instead of four-year elected terms.

Establishes staggered appointment schedule with two commissioners appointed in January 2023 for five and four-year terms respectively, and three commissioners appointed in January 2025 for five, four, and three-year terms respectively.

Requires governor to obtain senate consent for all commissioner appointments, including appointments to fill mid-term vacancies.

Directs Secretary of State to submit the constitutional amendment to voters at the next general election.
