Proposes adding Section 38 to Article II of Arizona Constitution to establish fundamental liberty interests including: incarceration limits, parental rights, child safety, equal parenting time, right to bear arms, election integrity, property rights over $2,500, legal representation, and freedom of speech and press.

Requires minimum due process protections for fundamental liberty interests including: speedy public bench trial with optional jury trial, confrontation of accusers and evidence disclosure, attorney representation free from conflicts of interest, and prior notification of rights before establishing case jurisdiction.

Specifies that violations of due process requirements regarding false evidence or perjury and withheld exculpatory evidence are criminal matters prosecuted at exclusive discretion of grand jury.

Establishes these protections as minimum standards that do not diminish other constitutional rights already in the Arizona Constitution.

Directs Secretary of State to submit proposition to voters at next general election for approval.
