Amends Arizona Revised Statutes Section 28-704 to prohibit driving at speeds that impede or block normal traffic flow, except when necessary for safe operation or legal compliance.

Allows the Department of Transportation director or local authorities to establish minimum speed limits on highways where engineering and traffic investigations show slow speeds consistently impede traffic movement.

Requires drivers on two-lane highways with unsafe passing conditions to turn off the roadway at designated turnouts when five or more vehicles form a line behind them, allowing following vehicles to proceed.

Defines "turnout" as a widened roadway area for passing or temporary parking, including right turn lanes.

Expands the definition of "vehicle" subject to turnout requirements to include electric bicycles, electric scooters, personal delivery devices, and personal mobile cargo carrying devices.
