Adds "case management service provider" definition for entities that monitor driving restrictions, location data, and report violations to the Department of Transportation.

Requires special ignition interlock restricted driver licenses to include monitoring for violations of driving restrictions placed on the license, with extension of restriction periods if violations occur two or more times.

Mandates ignition interlock devices report global positioning system location data each time vehicle ignition is started and disengaged for persons with restricted licenses under section 28-1402.

Expands reporting requirements to include violations of driving restrictions and allows ignition interlock manufacturers or case management service providers to electronically transmit violation data to the Department in real time.

Changes denial hearing timeline for ignition interlock service provider applications from thirty days to fifteen days.
