Prohibits state agencies and political subdivisions from requiring prevailing wage provisions in public works contracts.

Prohibits contractors on public works projects from being required to negotiate or execute project labor agreements, neutrality agreements, or participate in registered apprenticeship programs as a condition of bidding or performing work.

Adds new prohibitions preventing requirements that contractors provide different wage amounts than those required for other contracts in the jurisdiction, demonstrate labor management agreements or grievance policies, or demonstrate labor organization status.

Clarifies that subsection does not restrict private parties from entering voluntary collective bargaining relationships or interfere with activities protected under the National Labor Relations Act.

Updates definitions of key terms including "neutrality agreement," "project labor agreement," and "public works contract" to reflect changes in the statute.
