Appropriates $3,000,000 from the state general fund in fiscal year 2021-2022 to the Arizona Commerce Authority for a STEM learning and workforce development grant program.

Prioritizes funding for rural and semirural areas to build STEM networks and hubs connecting business, education, community, and government partners.

Grant funds may support schools and school districts for teacher STEM training, out-of-school STEM programs, museums and science centers, and higher education workforce development in STEM fields.

Exempts the appropriation from lapsing provisions and designates it as ongoing funding in future years.

Requires the Arizona Commerce Authority to submit a report by December 31, 2021, to the President of the Senate and Speaker of the House detailing grant distribution.
