Amends election requirements for career technical education district (CTED) governing boards to require candidates to be residents of their single-member district for at least one year immediately preceding the election.

Clarifies that CTEDs are subject to conflict of interest requirements under section 38-503 and modifies language regarding administrative agreements with community colleges.

Adds new section 15-425.01 allowing school districts that previously expanded to five governing board members to reduce back to three members through voter petition and election, requiring signatures from at least ten percent of qualified electors.

Establishes procedures for the reduction ballot measure, including public notice requirements and prohibition on re-submission of the question for at least one year if voters reject it.

Makes technical corrections to section 15-424 regarding governing board member terms and reduction procedures for districts decreasing from five to three members.
