Establishes the nuclear emergency management fund consisting of legislatively appropriated monies for administering off-site emergency response plans related to commercial nuclear generating stations.

Appropriates $2,210,929 for fiscal year 2021-2022 and $2,267,935 for fiscal year 2022-2023 from the nuclear emergency management fund to the division of emergency management, Arizona Department of Agriculture, Maricopa County departments and agencies, and the town of Buckeye.

Allocates funding as follows: $1,167,392 (FY 2021-2022) and $1,202,414 (FY 2022-2023) to division of emergency management with 8.5 FTE positions; $280,512 in both years to Arizona Department of Agriculture with 2.88 FTE positions; $690,925 and $710,709 to Maricopa County; and $72,100 and $74,300 to the town of Buckeye.

Requires that unexpended monies from fund distributions revert to the nuclear emergency management fund to reduce future assessments and appropriations for each applicable agency.

Assesses consortium members of public service corporations and municipal corporations operating commercial nuclear generating stations $2,210,929 (FY 2021-2022) and $2,267,935 (FY 2022-2023) plus applicable interest to fund the emergency management program.
