HB 2029 Summary

• Consolidates the separate board of barbers and board of cosmetology into a single barbering and cosmetology board effective January 1, 2022.

• Reduces barbering school instruction hours from 1,500 to 1,200 hours and reduces the course requirement for cosmetologists holding a barber license from 350 hours to 200 hours.

• Allows applicants to sit for barbering and cosmetology examinations before completing required instruction hours, provided they complete all hours before licensure.

• Permits barbers and cosmetologists licensed in other states to practice in Arizona for up to two weeks while attending athletic, charitable, artistic or social events without Arizona licensure.

• Terminates the barbering and cosmetology board on July 1, 2026, with title 32 chapters 3 and 5 repealed January 1, 2027; also exempts businesses from enforcing mask mandates.
