Cooperatives must provide written notice to property owners before excavation for fiber-optic cable or underground broadband facilities, including cooperative contact information and excavation timeline.

Fair market value in just compensation claims is determined by comparing property values before and after expanded use; revenues, profits, and rental value of communications corridors are not admissible as evidence.

Requires pole attachment agreements between cooperatives and affiliates to charge equal fees to unaffiliated video service providers and telecommunications providers as charged to the affiliate when jointly attached to the same pole.
