Expands eligibility for big game salvage permits to include animals euthanized due to vehicle collision injuries, animals that died from natural causes, and injured animals subsequently euthanized, in addition to animals killed in motor vehicle collisions.

Permits peace officers and authorized department employees to issue salvage permits to the driver of the vehicle involved or any individual wishing to possess the carcass, making permits non-transferable.

Requires salvage permit forms to include animal description, permit issuance date, location, motor vehicle description, destination, and issuing officer information, with a copy provided to the department within 48 hours.

Prohibits salvage permits for big game animals suspected of being diseased or spoiled, and clarifies that permit issuance does not represent that the carcass is edible or create liability for the officer or department.

Makes it a class 1 misdemeanor to possess a carcass under a salvage permit obtained by fraud.
