Amends Arizona Revised Statutes section 49-1009 to update underground storage tank performance standards by referencing federal regulations as in effect on January 1, 2020.

Requires new underground storage tanks to meet secondary containment and release detection performance standards prescribed in 40 Code of Federal Regulations section 280.20 and section 280.43(g).

Increases the threshold for when all connected piping must be brought into compliance from 25 percent to 50 percent of total linear footage when installing a new piping component.

Requires owners and operators installing or replacing motor fuel dispenser systems to install under-dispenser containment meeting the performance standards in 40 CFR section 280.20(f).

Directs the director to adopt rules for underground storage tank design and installation that are consistent with but not more stringent than federal regulations in effect when the rules are adopted.
