• Restricts use of disability plates issued for minors to only when the plate holder is actively transporting the minor with permanent physical disabilities.

• Clarifies that a person with a disability who owns or leases a motor vehicle can obtain special plates, and adds explicit eligibility for parents or guardians of disabled minors to obtain plates.

• Maintains existing requirements for medical certification and application procedures through the Arizona Department of Transportation.
