Amends Arizona Revised Statutes section 41-2533 regarding competitive sealed bidding procedures.

Requires the director to establish a question and answer period for bidders and interested parties to submit written questions about the procurement process outside of the official procurement.

Mandates that all questions raised by bidders (including those from site visits and pre-bid conferences) and the director's written responses must be provided to all bidders and interested parties.

Makes minor terminology changes, replacing "permit" with "allow" and "per cent" with "percent" throughout the statute.
