Prohibits counties from requiring applicants to conduct surveys as a condition for approving land divisions of five or fewer lots/parcels where each is ten acres or smaller.

Removes the requirement for applicants to provide a licensed surveyor or engineer statement confirming physical access traversable by two-wheel drive vehicles.

Removes the requirement for applicants to reserve utility easements for each lot, parcel, or fractional interest created by the land division.

Requires applicants to disclose to buyers that no survey has been conducted on the land division instead of providing surveyor statements.

Allows counties to grant variances from land division requirements and permits counties to disclose constraints or access deficiencies in the deed rather than requiring improvements.
