Establishes parental decision-making authority over child immunizations, allowing parents to decide whether to immunize their children without school penalties or admission restrictions.

Eliminates mandatory immunization requirements for school attendance and removes exemption documentation requirements previously specified in section 15-873.

Permits schools to exclude unimmunized pupils from attendance only during active disease outbreaks declared by the Department of Health Services or local health department for diseases the immunization prevents.

Repeals section 15-873 (immunization exemptions) and modifies related statutes to reflect "recommended" rather than "required" immunizations for school attendance.

Removes immunization compliance requirements from cash assistance eligibility under the Temporary Assistance for Needy Families program and eliminates sanctions for non-compliance with immunization requirements.
