Amends Arizona Revised Statutes Section 13-905 to create a "certificate of second chance" issued when a court sets aside a criminal conviction.

Certificate of second chance is automatically issued when conviction is set aside if: person was convicted of a misdemeanor, or class 4-6 felony with 2+ years elapsed, or class 2-3 felony with 5+ years elapsed, and person has not previously received a certificate.

Certificate releases person from occupational licensing barriers under title 32, provides employer protections equivalent to section 12-558.03, and provides housing protections limiting use of conviction evidence.

Persons ineligible for conviction set-aside remain unchanged: dangerous offenses, sex offender registration offenses, offenses with sexual motivation finding, felonies with victims under 15 years old, and certain vehicle operation violations.

Restores firearm possession rights when conviction is set aside, except for persons convicted of serious offenses as defined in section 13-706.
