Amends Arizona Revised Statutes section 45-2457 regarding the Arizona Water Banking Authority's management of long-term storage credits.

Allows the authority to distribute long-term storage credits directly to CAWCD's municipal and industrial subcontractors, in addition to distributing to CAWCD itself, to meet demands during Colorado River diversions disruptions.

Prohibits subcontractors receiving long-term storage credits under this provision from selling the credits and requires them to pay all authority fees and recovery costs associated with the distribution.

Clarifies that long-term storage credits distributed under this section must benefit the county where funding monies were collected under section 48-3715.03.
