Amends section 5-382 to allow up to 10 percent of state lake improvement fund monies annually to support staff planning and administration, and adds water search and rescue operations as a new eligible use of fund monies.

Reorganizes the eligible project categories funded by the state lake improvement fund, including public facilities (launching ramps, marinas, docks, toilets, picnic areas, parking) and watercraft on waters where gasoline-powered boats are allowed.

Modifies section 41-511.21 to clarify that state parks revenue fund monies support operation, administration, and maintenance of the state park system and acquisition of real property and improvements.

Appropriates $3,000,000 from the state general fund in fiscal year 2021-2022 to the Arizona State Parks Board for operating costs.

Appropriates $2,000,000 from the state parks revenue fund in fiscal year 2021-2022 to the Arizona State Parks Board for operating costs.
