Prohibits any person from knowingly and intentionally installing or using a defeat device to interfere with or disable safety features in vehicles equipped with level two or three driving automation systems designed to monitor driver alertness and attention.

Exempts authorized testing and operation of automated driving systems under applicable laws, executive orders, or authorized programs.

Exempts motor vehicle manufacturers, service centers, repair facilities, dealers, and component manufacturers from the prohibition when making safety-compliant modifications to vehicles.

Defines "defeat device" as any auxiliary object or software modification that directly and intentionally alters, disengages, or bypasses advanced safety features during normal vehicle operation.
