Restricts sale of neonicotinoid pesticides to persons licensed to sell restricted use pesticides.

Restricts use of neonicotinoid pesticides to certified applicators, farmers using them for agricultural purposes, and veterinarians.

Defines neonicotinoid pesticides to include imidacloprid, nithiazine, acetamiprid, clothianidin, dinotefuran, thiacloprid, thiamethoxam, and other chemicals designated by the department.

Exempts pet care products, personal care products for lice and bedbugs, and indoor pest control products from neonicotinoid restrictions.

Requires the Arizona Department of Agriculture to review pesticide laws and submit recommendations for pollinator protection to the governor and legislature by July 1, 2022; violators face class 3 misdemeanor penalties.
