Prohibits manufacturing or selling food packages with intentionally added PFAS (perfluoroalkyl and polyfluoroalkyl substances) in any amount, effective January 1, 2024.

Prohibits food packages containing inks, dyes, pigments, adhesives, stabilizers, coatings, plasticizers or other additives with intentionally introduced phthalates in amounts greater than incidental presence.

Requires manufacturers subject to the article to develop and provide a certificate of compliance to the Department of Health Services within thirty calendar days of request.

Defines "food package" to include direct food contact packages, packaging components, food and beverage products in packages, and plastic disposable gloves used in commercial or institutional food service.

Directs the Department of Health Services to adopt rules necessary to implement, administer and enforce these food packaging requirements.
