Director of the Department of Insurance and Financial Institutions must produce a report on surprise billing by January 1, 2022.

Report must include analysis of federal and state surprise billing laws, comparison to other states' laws, and number of complaints filed with the department over the past five years.

Report must analyze root causes of surprise billing including out-of-network charges at in-network hospitals, network adequacy standards, consumer education gaps, provider consolidation impacts, and hospital exclusive contracts.

Report must provide recommendations for policies to protect consumers from surprise bills and compile current federal and state resources available to consumers affected by surprise billing.

Director must submit completed report to the governor, president of the senate, speaker of the house, and secretary of state.
