Amends Arizona Revised Statutes Section 9-583 regarding telecommunications corporations' use of public highways.

Prohibits political subdivisions from adopting ordinances that prohibit or effectively prohibit telecommunications corporations from providing service, while preserving local authority to manage public highways and exercise police powers.

Allows political subdivisions to impose annual fees on telecommunications corporations for underground facilities in public highways based on linear feet of trench, capped at the highest rate charged to any licensee or franchisee as of December 31, 1999, with annual increases limited to the consumer price index.

Exempts small wireless facilities (as defined in Section 9-591) from the annual underground facility fees.

Makes technical corrections to existing statute language, including changing "which" to "that" and "of" to "after" in various provisions.
